question on live streaming from a bar

I've tried to glean the answer from other posts with no avail. I have a client who wants to install a live video camera in a bar to broadcast onto their website.
Now, I understand the process: camera--->computer with encoder--->connected to internet via broadband--->media server--->posted on client's website ready for viewing.
My question(s): what IS the best format? Windows Media Encoder seems the common choice, BUT I keep reading online about Quicktime Streaming, live streaming on flash(see link: http://www.on2.com/developer/live-flash8-sdk/) which both sound much better quality. What am I missing? Is it a cost factor? I understand the Windows Media Encoder is free...is there some licensing fee with the others? Last question: am I missing some hidden astronomical fee if a ton of people tune into the barcam?

I am not experienced with much of this but did stay at a Days Inn last year.

Stick with Windows Media Encoder for best compatibility. A encoder card (PCI) like an Ospey
(www.viewcast.com) in conjuction with Windows Media Encoder will give better quality and real time push to the server. The card is about $200 and there are no fees to MS for the software.

The $$$ come in at the video server which will charge by the kilobyte. Many More clients are dissapointed with the lack of viewers than huge fees from too many.

One additional question to Mike

First, thanks for your quick response. One last question: most webcams I've seen with Window Media players look pretty mediocre. and i keep hearing all the hype on flash for webcams.

The better the camera, the better the results. A $50 web cam would be a waste. The camera could be your weakest link. A Sony VX 2100 or PD 170 would work nice in low light.
