Hey I had a quick play and the best i could do was to use a mix of filters. Start with Negative Then colour Balance shadows: Purple Mids: Red Highlights: Greenish then Colour Reduce And play with they colours to get what you want.

In AE you would use the Colorama filter. For Motion I would try the invert filter and drop its Mix value and then play with some other color correction filters. Not sure if this helps but best of luck.
