I had a quick play and the best i could do was to use a mix of filters.
Start with Negative
Then colour Balance
shadows: Purple
Mids: Red
Highlights: Greenish
then Colour Reduce

For Motion I would try the invert filter and drop its Mix value and then play with some other color correction filters. Not sure if this helps but best of luck. | | | | |
