It's a scaled down product for newbs. Personally, I use and think Platinum Pro Pack is the best bang for the buck. It has most all the capabilities of Vegas Pro.
If you are interested in video, and want to have more flexibility later go for PPP.

I tried a few things last night on brightness/contrast, duplicated a vid track + did some color correction + I zoomed into the effect layer... but it's not matching the effect exactly.
