With the particle system that you are using I have one suggestion only: Precomp the particle layer and apply Time Remap on it. Set keyframes at the beginning and the end of the 3 sec when the smoke starts coming out and adjust those to 12-15 frames.

Another option for manually creating grids -- PlaneSpace [link]. I think this one's a must-have if you need to arrange large groups of objects, but maintain more control over them than a particle system allows.
