Check your plugins. I think all of the Premiere issues have been fixed, but not sure if all plugins work under Mavericks.

Also, I saw that my bit rate is at 150 mbits/sec (if I export final to Prores) or 35 mbits/sec (If I export final to H.264). Maybe this is way too high? I don't know what is the standard for a master 1080p video or one for internet streaming.

I'd just keep running Mountain lion. If anything there were some issues introduced using cc with Mavericks though most, if not all have been addressed/fixed by now.
