Paul, I don't know of a fool proof way to make a tornado, but I've used hypervoxels in the past and have had success. Start with two dynamic objects, a particle emitter and a wind dynamic object. Set the wind's "wind mode" to "Rotation(y)."

HVs are best used sparingly, IME. I suggest experimenting with very high degrees of motion blur. You might also want to watch the Extras on the DVD of "Cloudy With a Chance of Meatballs" -- the spaghetti tornado might give you some ideas.
