fbmn software's exposure plug-in may be the solution you are looking for. http://www.fbmn-software.com/en/exposure.html You can also experiment with colour curves if you don't want to fork out the cash :-)

Colour curves and fbmn software exposure will correct lightly blown out details, but not excessive blow outs. I do a lot of theatre work with spot lights and we sometimes have to expose the highlights at expense of the surrounding detail. ND filters

FBmn Software Exposure is an effective plugin for things like that. And if you cant get that, you can simply use Vegas Color Curves.

The colorMatch plugin from FBmn Software would suit you well, but unfortunately it isnt compatible with Vegas 9... BorisFX also has a filter for this.

I have no clue about Boris FX GPU usage, however a thing you could do to investigate is running a GPU monitor such as evga-precision (as illustrated here: http://www.fbmn-software.com/en/gpu.html): the load % will show you if the GPU is used or not.
