From reading what the manual says, it looks like it's automatically setting it on a random I frame - I don't think you can specify it.

DVDit is just a prosumer application with very little in the way of functionality. You could take a look at Netblender's Do Studio. It runs about 3K. Another option would be to use Encore (carefully) then spit out a CMF image with Rivergate's Blu

It seems weird that iDVD won't import full sized SD NTSC video. Your Avid projects have never been 720X480, even if capturing DV. Can you just export quicktimes at 720X480? Or just use Avid DVDit and keep everything 720X486.
