Without plugin capability, you'd need a standalone app that can measure LKFS. That's Dolby Media Meter. You export your mix as a WAV or AIFF and then feed it into this and it will spit out a number. Keep mixing until you hit the -24 +/-2 LKFS. | | | | |

Loudness metering is not available as a plugin for FCP. I doubt if there is one for STP either. I have it built into my Fairlight system. I think Dolby make a plugin for ProTools. Dolby make an expensive standalone box that measures LKFS.

The caveat is that you must insert a Dolby E stream or else the surround audio just drops out with the inserts. You can't insert PCM audio onto those tracks.
Also you will not get any level control or crossfades at the insert points. | | | | |

Does Encore actually say that it is "Conforming" or maybe you are referring to "Transcoding"? The latter meaning "encoding video to MPEG-2 and audio to AC-3 Dolby". I've never seen Conforming in Encore

Most likely causes:
1. Too high encode bitrate or spikes of very high peak bitate. Encode at a lower bitrate and make sure your audio is encoded as Dolby .ac3 unless you really need PCM.
