you can have multiple .dir or .dxr link to each other.
Instead of Go to frame, use go to movie "myothermovie.dir"
Or, go to label "mylabel" of movie "mymovie.dir"

It sounds like you need someone who knows Adobe Director. This is an authoring application for these kind of CD-ROMs that were popular about 10-15 years ago.

Unfortunately I've only heard bad things about the DVD@ccess feature in DVD Studio Pro, causing big problems on the PC among other issues. I would advise against using it. It sounds like you want what the Adobe Director 11.5 Application offers.
