Try a google search for National arts + grants.

The other way these things may go is that block grants go to states, so check with your state's Arts Council about prospective new grant awards. If the state doesn't have an Arts Council, you have more detective work to do. You'll have to go agency by agency.

Many state agencies use grant money to fund comunication and training/outreach projects. There are a LOT of these in the transportation sector, there is always some highway money devoted to safety outreach, that pays for the production of public service spots and training films for schools, etc. History and architectural preservation and natural resources and conservation projects are also likely sources of increased government grant money. You might find a triple-whammy and do a video on LEED certification for rehabs of historic buildings:-)
