I completely agree...
"Royalty free" means there are no continuing licensing fees, once the original user has purchased it and paid for it for whatever particular project
they are working on.
Your friend can't ride on the coattails of the original producer unless he also pays for use within
his project as well.
It would be a bit akin to sneaking into an all-you-can-eat buffet... and borrowing and loading up someone else's already-paid-for plate after they are finished eating. On second thought, that's a bit of a gross analogy... ha.
