I ended up having to Burn a DVD with all the spots on it and shipping it overnight to them, but I did figure out how to do this.

DV25 is the same as DV NTSC 48khz

So, when you go to export quicktime movie, select "DVD NTSC 48khz" on the drop down menu.

If, for some reason, that doesn't work, you can try this:

Export->Using Quicktime Conversion->Format: DV Stream

( options: )
DV format, PAL, Interlaces, 4:3 , Locked Audio 48 KHz

The 25 in DV25 refers the the 25Mbit rate, so there is also a 25Mbit codec available in the quicktime conversion.
