Changing speed of clip in FCP

Hello Forum,
I did not search for info on this post, so forgive me if there are
several posts on this topic.

I have some clips that I think I converted from 1080i/30 (Canon HV20 set using the 24p setting) to 1080i/24p using cinema tools workflow from alan Tepper. The quality of the converted clips is not that great. [the quality of the initial clips is shaky too] I decided I wanted to slow one of the clips down some in the timeline, using the "speed" option by control-clicking the clip. I reduced the speed for the given clip from 100% to about 80%. The quality of the slower clip looked like it was showing some artifacts in terms of interlacing.

Is this a good method to use for slowing clips? The HV20, does not have the over-cranking capability that my HVX200 has!

I am not sure that I did the cinema tools process correctly, but I attempted to follow the steps, etc. Has anyone tried the JES de-interlacer program?
