What happens if you keep your sequence at 23.98 and export a native quicktime also at that setting, but then use compressor or cinema tools to add the pulldown? when it comes to any format conversion, compressor usually does a better job than an fcp quicktime conversion.

IF even after you try the above workflow you stil see the repeated fourth frame, double check that everything is indeed 23.98 the transfer, your sequences, and so on, as well as, just for giggles, making sure you are seeing both fields in your monitor. and not a single field, which may only be the 4th
