All timeline exports clamp to 100 IRE

I've got a DVCProHD timeline made up of HVX footage. I want to export a clip that doesn't mess with the image, but everything I've tried (DVCProHD, Animation, Uncompressed, etc...) clamps the IRE to 100 and alters the look of the original footage. Granted, if I export a self-contained Quicktime Movie it doesn't recompress the footage, but, the resulting Final Cut Pro Movie File is unplayable outside of Final Cut Pro. Why the clamping? How can I get a pristine clip I can play on a Windows machine?
