Yes you should. That way your sequence and clips will match and FCP will render things properly.

No. What's weird is that FCP6 seems to natively support true p capture and playback, but it's kind of convoluted on how you need to get there and it's not marked very well, but the capability is there.

In your case, you need to tell FCP that your footage is psf and to render progressively.
