In the world of motion pictures & video, this is called rotoscoping: http://en.wikipedia.org/wiki/Rotoscoping#Technique

In addition to the programs Kevin suggests, you can also do this with Shake, Silhouette Roto, Studio Artitst, and, if time is more (much more) valuable than money, some of the Imagineer products.
