DVCproHD 1080i60 (29.97) to DVCproHD 720p60 (23.98)

So I'm working on a project that's being built in sequences that are DVCproHD 720p60 codec, 23.98 fps. This is what the bulk of the footage is.
We have one tape, however, that's DVCproHD 1080i60, it was transfered over HD-SDI from a HDcamSR tape that was shot 1080i60 4:2:2. No matter what the digitize frame rate is set to in FCP's capture settings, the footage comes in over firewire at 29.97, not the expected 59.94.
Regardless, the problem is getting the clip to play smoothly in the DVCproHD 720p60/23.98 timeline. Converting it in compressor directly to the sequence settings did not return a smooth playing clip. There's no sound and it's aerial footage, so if a slight speed change is needed, that would be OK. We just need it to play smoothly.
Thoughts?
