Where can i find vintage stock footage?

I didn't know which forum to post this in, but I think it works here.
I am looking for vintage footage for a project I am working on. This is a low budget project that will not be used for financial gain (maybe entry into a festival or two) so I don't have hundreds of dollars to spend on acquiring these clips.
I found a few sites that offer stock footage clips and collections, but the prices are ridiculous for what I am doing. (Around 200-300 bucks a CLIP). Not to mention I couldn't find the right subject matter either...tho I know these clips are out there because I've seen them on different programs on TV.
I am stuck thinking there has to be another option for students/non-profit film makers. Does anyone know of anything?
Of course I am not going to just try to find this footage and digitize it and "steal" it, but as I said I don't have a budget to spend thousands of dollars either.
The kind of footage I am looking for is old military footage (bomb testing/training type stuff) as well as boy scout festivals (hoping to find kids learning to shoot guns, do archery) and if I am lucky, footage of old gun clubs/nra type stuff from as far back as I can find. It'd also be a nice find to get my hands on some of those training videos that used to be put out for nuclear attacks with the kids getting under their desks. The older the footage the better. It'd be really nice to get some B&W 16mm footage from WWII battles too. Basically, history channel type stuff, but also the civilian footage.
I know this might be a long shot, but if anyone can point me in the right direction I'd appreciate it!

p.s.- in case this sounds off the wall and you are wondering, the project has a very "dr. strangelove" vibe...hence the need for all the war related material. :)
