Turns out...I'm an idiot...I hate to admit it, but I've found the problem. In my defense, several people use the machine I work from. Turns out, it doesn't matter what you set your stuff to compress if your Project settings, Audio/Video settings and everything else are hosed up. It's a shame that you can actually have a 960 sequence open while your project settings are set to another project. I wish I had my own machine...
