That makes no sense. Black Magic Designs, the makers of the Decklink cards, is an Australian company. Australia is a PAL country. Saying that Decklink doesn't do PAL is like saying you can't find any decent tofu in China.

Check to make sure that you've installed all of the Decklink presets to FCP. I suspect that you've only installed the NTSC ones.
