Range Check/broacast safe filter/scopes

When I apply the broadcast safe filter (very conservative) to a clip it seems to clamp my luma and also chroma, and it gives me a "green tick" in the range check. However my red readings on the scopes are often above 100. Am I legal or not ? When I desaturate to bring red level down, I am completely washed out. Any suggestions ?
