move weirdness

When using the move tool, and using the keypad to input numbers, sometimes it works great, other times, it's sketchy. When it works, I input a number to move a piece of highlighted video , like +30 and the video moves 30 frames...great!
Then 5 minutes later, I'll do the same thing and nothing moves. Under the move bubble I'll get a weird number like +59:00:00:00 or something. Then I reboot, and my move tool is fine. Is there a way to normalize things when the move tool goes wacky, or do I have to keep rebooting?
