MPEG2 encoding

Hi guys, I need some insights regarding MPEG2 encoding from FCP.

My client has requested a MPEG2 transport stream file from my edit, which is at 1080I 1920x1080. When i sent my sequence into compressor 2, the max bit rate i can set to is 29mbps but he has requested for 50mbps. Can compressor 3 encode MPEG2 at 50mbps or is there other softwares available?
