This is easily created using the Basic 3D tool in FCP. Just tilt the text back and slide it along front to back.

For something that looks better, use Motion.

Better yet, use After Effects.

It's all the same idea. Tilt the text on the X axis, scroll it along on the Z axis. You might need to add some motion blur if you're doing an SD interlaced project.
