Do you have access to another deck to try outputting the same sequence and see what happens? It sounds like your deck is responding to video that is "out of spec"... but typically that shouldn't happen. If your color bars are showing up on the waveform correctly, then the deck should NOT have a problem recording them. Have you repatched or reconnected cables recently? Is anything out of whack?
If you've done all the mechanical things (clean heads, change tapes, etc.) and another deck with the same sequence works fine, then your deck is due for a servicing.
