24p normal (DV) flicker / pulsing issue.....

I have received a bunch of footage from another editor which was shot on an XLR2 - it is I believe 24p normal DV footage (not advanced).

This footage was then turned into "true" 23.98 footage with cinema tools.

The footage looks basically good, but there seems to be a slight pulse or flicker constantly through it - it is most obvious on brighter / lighter images or parts of the screen.

Does anyone know anything about this effect and if it can be fixed? Is it possible that it was captured incorrectly with FCP or processed incorrectly with Cinema Tools - anyone know about this issue?
