Jason BrownAudio recorded with TC on Edirol - 23.976 comes into FCP at 29.97

I have TimeCode on the clip, I've verified on recorder...it's 23.976...but when I import into FCP or Premier (the 2 places I can confirm TC) it's 29.97.

Any ideas?
