Noisy Black on final BluRay??

So I'm editing a project shot in 1080/60 on Sony DV tapes. Captured the footage using the Apple ProRes codec. Footage looks fine within FCP. After outputting some of the edited project to BluRay I'm noticing a lot of noise (artifacts) in the Blacks/Shadows.

Where does this noise come from and how can I fix it? (or at least improve the quality) I know this may not be an easy question and may require me to supply additional info so let me know what else you might need to know to help.
