Editing in 23.98, delivering in 29.97

I am editing an EPK with footage that was originally shot on HDCam tapes at 23.98 FPS. Due to storage issues, we had to transcode the selects to SD 23.98 as ProRes QT files. So I will be editing at 23.98, and delivering to Betacam and DVD as 29.97.
I am somewhat unsure about how to get from a finished 23.98 FCP sequence to 29.97. I have read posts on here about the Kona 3, and the Nattress plugin, and from what I understand FCP duplicates frames when dropping 23.98 into a 29.97 sequence. Are there other methods to get from A to B? After Effects perhaps?
