Multi Bitrate File for streaming

I have a client asking for a presentation to be encoded as a Multi Bitrate streaming Windows Media file. Not quite sure how to do this or what software would be used. I have Compressor and Flip4Mac right now. He needs a file with 32kbps, 96kbps and 352kbps bit rates and also 32kHz, 16 bit audio. I'm working on a MacPro. Any suggestions on this one?
