You need to setup a MPEG-2 "transport" stream sounds like. You can use a preset in compressor and set it up to be just that... Load a DVD preset, the one you've been using should be fine, then in the Stream Usage tab in the Inspector, change the Stream Usage to Generic. Next in the extras tab check on the Mutiplexed MPEG option at the bottom and select a Program or Transport stream. (the one you need for your system there). This will create a single MPEG2 file... There's just not a preset already setup for this sort of file in Compressor...
You can save the preset that works for you in Compressor, and use it ad nauseum... it will show up in the Custom folder in the bottom of the Settings window. I'd also select CBR as the encoding format and not a VBR unless the files end up being too large or something. That way the frames all stay the same bit rate, and you'll find it usually looks a bit better in the end.
There is no way to export directly from FCP to MPEG 2... have to use compressor for this.
