Video slow to refresh on Broadcast monitor

I'm sure i asked this a few years back, but can't find it in the forum search....

I'm running latest version of FCS with 10.6.1 on an 8core MacPro with 10gb Ram and 14Tb Raids connected via fibre. I've got a Kona 3 video card and i'm working in 10bit Uncompressed Pal. SDI out to the JVC crt.

When i move the playhead up and down the timeline, the Canvas window keeps up with me, but the Broadcast Monitor only seems to update when i let go of the cursor.
When i try nudging the playhead a frame at a time, its instant in the Canvas, but the monitor is (guesstimate time) 2-4frames late.

When i press play - it seems to work fine, also works fine when edit to tape is used.

As far as i can tell everything is setup correctly, and i'm getting really baffled by this annoying delay.

Any suggestions anyone?
