Archival news footage

Are there good sources for archival news footage that comes free or with minimal licensing? I'm looking for some footage from the 2004 Tsunami that struck the Indian Ocean on December 26, 2004. It's for a documentary, but I have zero budget. I only need about 30 seconds.
