You may have a look at my TitleExchange Tool which would allow to export all titles from FCP to several kinds of text based formats for translations.
It would also allow to get back several kind of formats back into FCP.
If you know a bit about XML and TC it's also 'easy' to feed a FCP XML with the XML values in the second screen shot you provided.
