Perhaps after 2 years of trying to fix the issue perhaps it's time for new editors...

In the Modify tab select Audio -> Apply normalization gain
Have them apply this and set to -10 for primary channel, -25'ish for BG. This will give a ball park but will still need to be tweaked as it adjust the highest peak to the set parameter, so if there is a spike in the audio, the spike will be set to -12, and the overall amplitude will still be too low.
