How much can I magnify the footage?

Footage was shot in 24p HDV and imported as ProRes. One of the interviews is not framed properly and I would like to increase the size. If final output is SD-DVD, what can I get away with? 5%? 10% More?
Is there any way to do it in the browser before making all the subclips or will it need to be done once the individual clips are in the timeline?
