HDV artifact problem

HDV artifact problem

Here is my dilemma. I've imported a few projects in HDV and completed the projects in HDV. I found out that I was getting an artifact problem on output. I've been told to copy the project and paste it into a new Pro Rez sequence. Now the exported project looks great, however when I go and encode it, currently using bitvice ( the 29.96 interlaced 16x 9 setting) I'm getting a jerky, stuttering appearance where the object in motion appears blurry.

However, when I watch the output footage there is no jerky motion.

Right now I"m attempting to encode the footage using compressor to see if that makes any difference.
