Strange Mini-DV pixellation issue - Please help!

I am having a very strange pixellation issue when i digitize footage from a Panasonic mini-DV tape.

here's a screen grab:

As you can see the resolution looks really low. But I don't see how that could be it, as it was captured Firewire. I also understand that it was shot in a very low light situation, but that would just create more noise right? This pixellation makes no sense to me. Please take a look above... I could really use some help as I have the client coming over tomorrow.
