HDV artifact problem

HDV artifact problem

Funny I've owned HDV cameras for 3 years and have done a few short HDV clips but have never edited 2 hours of HDV. Here is my dilemma, I export the HDV to a self contained file. I watch the video through the finder and or compress it for DVD and view it through DVD studio pro. In certain sections I see blockiness (artifacting) If I export the video and compress it as SD the blockiness disappears.

Does anyone have any idea what could be going on? I've included a snapshot of the footage, pay attention to his shirt in particular.
