how to export for DVD to play letterboxed or full frame

A while ago someone posted a method to export to DVD 16:9 footage so that when it plays on a 4:3 screen it's letterboxed and when it plays on a 16:9 screen it's full frame. I've been searching and searching and can't find the post. Does anyone know where it might be?
