Final Cut Pro 5.1, Compressor and OS X 10.5

We have some 2 GHz Dual Power pC G5's here running OS X 10.5, QT 7.2.1, Final Cut 5.1.4 and Compressor 2.1
We can't seem to get Compressor working - both on its own or coming from a Final Cut Sequence.
When we attempt to send a sequence from Final Cut to Compressor we set up an encode setting and destination, click submit and error message "Unable to connect to background process" pops up.
At the bottom of the screen the Cluster says "None Available"
QMaster controls in System Prefs are greyed out - where it says "Identify this QuickCluster as ..." you cannot access it.
Wondering who has solved this issue and can hopefully point us in the right direction since we have machines all in the same situation.
