Compsiting with transitions

I am trying to composite both images and video frames over an animated background using OVERLAY. I cannot seem to dissolve in to the images while maintaining the composite effect. What happens is that during the dissolve, you visually see the photo dissolve in without the composite (overlay) effect; once the dissolve is complete it "jumps" into overlay mode. I tried using the dissolve command and also tried using the opacity control by keyframing from 100 to 0 -- both ways have the same result.
Any ideas?
