Lightwave Particle Effect

I'm trying to recreate a similar effect to the particles that surround the stones in the movie the Fifth Element. It's a simple particle effect with a glow.

I have the particle motion effect created it's the surface assignment that's eluding me. How do I assign color and glow to the particles? Any info or links to tutorials would be greatly apprectiated.
