Shifting Title F/X

Does anybody know of if there is a Effect that can be added to Live Type that gives a variable multy layered, distant/shifting focus effect. Example that I have seen are the handwritten notes from "Zodiac," and the mathmatical symbols from "The Hangover."

The fonts that I would use would not have to be handwritten, I just want that "look."
