I figured it out for anyone who has the same question. If you have your text layer selected in the timeline, you go to menubar-track-add new effect. This will give you the LED's your looking for. Then you can click the LED's button to set keyframes from the Text Style and Attributes tabs in the inspector window.

The playhead has to be on your layer or you the LED button will disappear.
