I'm going to say that I solved my issue - hoping that I don't jinx myself. In my case, it looks like the issue was related to a corrupt or conflicting file. I had a Fetch preset file in the Documents folder. This was for an FTP site I go to frequently. I don't have Fetch on this machine, but the preset was in the Documents folder as part of a group of files I moved over from my MacBook Pro. Deleting this file has resolved the issue. I found it by the usual "divide and conquer" approach along with multiple restarts. Thereby narrowing done the problem to this one file. Crossing my fingers that was it.
