OSX Server Workgroup Manager and Workstation lockdown

I have 2 FCP workstations that I would like to lockdown so that only authorized users can logon. They are bound to both AD and OD. Local accounts are refused logon but the AD domain accounts can still logon. What am I doing wrong? Also is there a way to enable a banner that tells unauthorized users that they are not allowed?
