3d stroke does not live in After Effects' 3d space. As far as AE knows it's just a 2d layer. Due to cool coding it responds like it's 3d, but it's really not. Therefore it cannot accept lights.
Right?
I mean, I could be horribly wrong because I don't use 3d stroke. Someone post and tell me I'm an idiot if I've gotten this wrong.
